Personnel Support Division
A unified hub that cares for the people who protect Harris County.
The Personnel Support Division (PSD) brings together several internal support programs to better serve HCSO employees, retirees, and their families. While PSD does not provide services directly to the general public, its work strengthens HCSO's ability to serve the community by ensuring the people behind the badge are healthy, supported, and ready to respond.
Under Sheriff Ed Gonzalez's leadership, HCSO has invested in innovative wellness and behavioral health services that address the unique demands of first responder life. The division reflects HCSO's long-term commitment to safety, wellness, and readiness for those who protect a rapidly growing county of more than five million residents.
Our mission
The mission of the Personnel Support Division is to care for the well‑being of the Sheriff's Office family so they can safely and effectively serve the community. By coordinating mental health care, peer support, chaplaincy, honor guard, military liaison, and family assistance, PSD promotes resilience, compassion, and professionalism throughout the agency.
PSD also strengthens HCSO's ability to respond to critical incidents by improving communication and collaboration among support units. This coordinated approach helps employees, retirees, and their loved ones find the right help at the right time, through one division with many doors.
Leadership
The Personnel Support Division is led by Dr. Thomas D. McNeese, director and licensed psychologist with expertise in forensic, police, and public safety psychology. Dr. McNeese brings experience in law enforcement psychology and first responder wellness, helping ensure services are practical, confidential, and grounded in best practices.
Working closely with Sheriff Ed Gonzalez and HCSO leadership, Dr. McNeese and his team support policies and programs that enhance employee wellness, performance, and decision‑making. The division also maintains partnerships with academic and community organizations to remain aligned with current, evidence‑based approaches to first responder care.
